Environmental, Health, & Safety (EHS) Manager, Decatur, IL
This is an exempt level position
Position Summary
The EHS Manager provides strategic leadership and operational oversight for Environmental, Health, Safety, and Process Safety programs at the East Plant. This role is accountable for establishing and sustaining a strong EHS culture, ensuring compliance with applicable regulatory requirements and ADM standards, reducing risk, and developing the capabilities necessary for safe and reliable operations.
The EHS Manager partners closely with Operations, Maintenance & Reliability, Engineering, Quality, Supply Chain, and site leadership to identify and eliminate risk, strengthen process safety systems, and drive continuous improvement. The role serves as a trusted technical resource and leader for EHS matters while building ownership and accountability for EHS performance throughout the organization.
The position has direct responsibility for EHS/PSM/TPS program management, environmental compliance, safety capability development, regulatory agency and injury case management, auditing, and site EHS improvement initiatives. The EHS manager reports to the East Plant Manager and is a member of the Site Leadership Team.
Key Responsibilities
Hazard and Risk Assessment & Oversight
- Lead the identification, assessment, prioritization, and mitigation of EHS and process safety risks across the plant.
- Provide technical leadership for hazard assessments, including Process Hazard Analysis (PHA), Dust Hazard Analysis (DHA), job/task risk assessments, and other risk evaluation processes.
- Ensure identified risks are appropriately documented, prioritized, assigned, and driven to effective closure.
- Partner with Operations, Maintenance, Engineering, and Reliability to ensure risk reduction is incorporated into equipment design, operating practices, maintenance strategies, and capital projects.
- Establish a proactive approach to risk management that moves the organization from reactive response toward prevention and risk elimination.
- Provide EHS input and oversight for Management of Change (MOC), pre-startup safety reviews (PSSR), incident investigations, and other high-risk activities.
EHS, PSM & TPS Program Management - Own and continuously improve site EHS, Process Safety Management (PSM), and Total Process Safety (TPS) programs.
- Ensure effective implementation of ADM standards, procedures, and expectations related to safety and process safety.
- Maintain program discipline through clear ownership, standard work, performance monitoring, and routine auditing.
- Partner with leaders to translate EHS and process safety requirements into practical operating practices.
- Identify gaps in program performance and establish action plans to close them.
- Serve as the primary site resource for PSM/TPS program requirements.
Safety Training & Capability Development - Develop and maintain a comprehensive safety and process safety capability-building strategy for the plant.
- Identify required EHS competencies by role and ensure appropriate training, qualification, and refresher programs are established.
- Develop and facilitate training for leaders, supervisors, operators, maintenance personnel, and other employees on critical EHS topics.
- Build capability around Life Critical Standards, PSM/TPS, hazard recognition, risk assessment, permit-to-work, emergency response, incident investigation, and other critical safety processes.
- Partner with Operations and Maintenance leadership to ensure training is translated into demonstrated field capability.
- Establish methods to verify understanding and competency rather than relying solely on training completion.
Regulatory Agency & Injury Case Management - Serve as the primary site contact for applicable regulatory agencies and coordinate regulatory inspections, visits, inquiries, and follow-up activities.
- Manage occupational injury and illness cases in partnership with HR, medical providers, and plant leadership leadership.
- Ensure appropriate investigation, documentation, reporting, and corrective action following incidents and injuries.
- Coordinate regulatory responses and ensure commitments are completed accurately and on time.
- Maintain strong relationships with regulatory agencies while representing ADM professionally and effectively.
Safety Metrics & Accountability - Own site safety performance reporting and ensure accurate, timely, and meaningful EHS metrics.
- Establish leading and lagging indicators that measure both results and the effectiveness of safety processes.
- Provide routine EHS performance updates to the Plant Leadership Team and site employees.
- Use data, trends, audits, observations, and incident information to identify systemic risks and improvement opportunities.
- Hold leaders accountable for assigned EHS actions and performance commitments.
Auditing & Regulatory Compliance - Develop and execute a comprehensive EHS audit strategy, including internal, regulatory, and layered auditing.
- Lead or coordinate audits of safety, environmental, PSM, TPS, and other applicable programs.
- Ensure audit findings are appropriately risk-ranked, assigned, investigated, and closed.
- Establish effective verification processes to confirm that corrective actions address the underlying risk and are sustained.
- Monitor regulatory and ADM requirements and translate changes into site actions and program updates.
Environmental Permitting, Improvement, & Compliance Management Oversight - Maintain management oversight for site Environmental Leader, who owns site environmental permitting (air, water, waste), chemical management, and compliance programs and ensure operations remain within permit and regulatory requirements.
- Maintain environmental permits and ensure required conditions, monitoring, inspections, and recordkeeping are completed.
- Partner with Operations and Engineering to identify opportunities to reduce environmental risk and improve compliance performance.
Contractor Safety Management - Ensure contractors meet ADM safety, environmental, qualification, and performance expectations. Lead monthly Contractor EHS reviews with contractor teams.
- Monitor contractor performance and address deficiencies as appropriate.
Regulatory Reporting & Compliance - Ensure timely and accurate completion of required environmental, safety, process safety, and regulatory reports.
- Maintain appropriate records and documentation to demonstrate compliance.
- Coordinate reporting requirements with corporate EHS resources and regulatory agencies as appropriate.
- Establish systems to ensure reporting obligations are clearly owned, tracked, and completed on time.
Leadership & Culture Expectations - Be a visible EHS leader who regularly engages with employees in the field and understands the realities of plant operations.
- Build a culture where employees and leaders identify and address hazards before they result in an incident.
- Develop leaders and frontline employees to own EHS performance rather than viewing EHS as solely the responsibility of the EHS function.
- Challenge unsafe conditions, behaviors, and decisions while maintaining strong partnerships with plant leadership and employees.
- Establish clear standards and expectations, verify performance through field presence and auditing, and drive sustainable improvement.
- Model ADM's commitment to protecting people, the environment, product, and the long-term sustainability of the business.
Qualifications - Bachelor's degree in Safety, Environmental Science, Engineering, Industrial Hygiene, or a related technical field preferred.
- Relevant experience in EHS leadership within a manufacturing, chemical, food, agricultural processing, or other high-hazard industrial environment.
- Strong knowledge of OSHA, EPA, PSM, and applicable state and local regulatory requirements.
- Experience with process safety, hazard analysis, incident investigation, risk assessment, and safety management systems.
- Experience leading audits, regulatory inspections, corrective action programs, and continuous improvement initiatives.
- Strong analytical, communication, influencing, and organizational skills.
- Demonstrated ability to work effectively with frontline employees, technical personnel, contractors, and senior leadership.
- Ability to translate complex regulatory and technical requirements into practical standards and behaviors for plant personnel.
- The position requires the ability to work in a variety of environments: office environment and varying indoor and outdoor environments to include extreme heat and cold.
- The position requires the ability to traverse up to two (2) miles during the course of a work day.
