GENERAL DESCRIPTION
Under administrative direction of the Chief People Officer and as a member of the Macon Resources, Inc. (MRI) Management Team, the Director of Human Resources is responsible for the development/implementation/evaluation and maintenance of personnel and training policies and procedures; employee benefit education and administration; human relations, employee recruitment, training and retention activities. Assures all responsibilities meet all applicable local, state and federal laws; licensure/certification/accreditation standards and operates within agency policies and procedures.
ESSENTIAL JOB RESPONSIBILITIES
- Selects, trains, and develops an effective and efficient Human Resources staff.
- Assists with open door and conflict resolution meetings with employees, supervisors, and Program Directors to settle work related conflict through application of policies and procedures and recommendations.
- Assures agency compliance with Department of Labor regulations (state and federal) by developing, modifying, and monitoring practices and policies and procedures. Assures required regulation postings are maintained at all necessary locations.
- Assures that the agency training program meets State and Federal regulations and quality standards. Supervises the Human Resources Coordinator in the planning, development, implementation and evaluation of all agency training.
- Coordinates the Workers’ Compensation Program; coordinates with legal counsel on administration of unemployment claims.
- Researches, develops, implements and evaluates board approved personnel and training policies and procedures for the agency. Recommends to the Chief People Officer necessary changes to assure compliance with new or changing personnel-related legislation/regulations. When necessary, assists the Chief Executive Officer in preparing and presenting personnel policy changes to the Board of Directors. Communicates changes in agency policies and procedures to all staff and insures proper implementation and compliance.
- Coordinates and holds general accountability for MRI Corporate Conduct and Compliance Programs. Primary responsibility for responding to formal complaints; addresses conduct issues related to departments or groups of employees, contractors or volunteers.
- Assures all personnel records are established and maintained in accordance with agency policies and procedures; accreditation, licensure and certification standards and applicable state and federal laws.
- Ensures compliance relating to the Family and Medical Leave Act (FMLA), the Victims Economic Security and Safety Act (VESSA), and Americans with Disabilities Act (ADA). Oversee the documentation required, timely mailing of notifications, tracking FMLA leave times used, and re-certifications.
- Assures timely and correct administration of all MRI benefit programs, pay continuation policies and required programs through the education of affected employees and the completion of the enrollment/termination processes of all applicable benefit/tax forms. Works with the Business Office in preparation for the annual pension audit. Provides technical assistance by answering questions or concerns regarding benefits and enrollment as well as any other personnel/ benefit issues.
- Develops and evaluates a comprehensive compensation program.
- Analyze existing Human Resource systems and develop/recommend modifications in order to enhance operating efficiency and information storage/retrieval.
- In collaboration with the Executive Team negotiating Health, Dental, Long-term Disability, Life Workers’ Compensation insurance, pension plans, etc., and makes change/continuation recommendations to the Chief Executive Officer.
- Assures the development and implementation of recruitment and hiring practices to maintain a well-trained credentialed work force within the MRI approved budget; and assures completion of personnel terminations in accordance with MRI Policies and Procedures.
- Manages Human Resources employees in compliance with agency policies and procedures and standards; communicates standards accreditation, licensure and certification to employees; plans and coordinates activities to achieve the accreditation, licensure and certification of all direct clinical services provided by MRI.
- Attends and participates as a member of the Management Team. Prepares Quality Assurance reports quarterly for areas of responsibility.
