Job Description | POSITION SUMMARY Under general direction of the President, the Executive Director of Human Resources is responsible for the leadership, development, and management of the HR department, including personnel policies and practices, recruitment and employment, performance management and training, HRIS, employee relations, employee discipline, internal investigations, employee benefits, & compliance of both federal and state labor laws. The Executive Director, HR is directly responsible for the administration of the College’s classification and compensation. REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
ESSENTIAL FUNCTIONS Coordinates and implements appropriate personnel policies, procedures, programs, and required legal information to college employees. In cooperation with the President, performs classification reviews for classified and supervisory positions, including classification studies, salary survey analysis, and the development of compensation and salary placement recommendations. Assists the College with the administration and negotiation of collective bargaining agreements, including overseeing all employee disciplinary matters. Recommends and develops programs that allow the College to achieve strategic objectives relating to employees that ensure maximum employee utilization and retention. Oversees the coordination and administration of employee benefit plans, including health coverage, dental, life and long-term disability insurance. Verifies accuracy and authorizes payment of monthly insurance billings. Oversees the College’s hiring processes and ensures strict uniformity in the application of hiring criteria, selection procedures, and advertisement practices for diversity measures. Administers unemployment claims and/or protests with IDES. Provides counsel to employee’s with complaints relating to grievances, harassment, and other employment related matters. Provides oversight during the formal student complaint process, in the areas of student employment, discrimination, and harassment. Administers the College’s compliance with various governmental regulations affecting labor, i.e., Equal Employment Opportunity Act, Fair Labor Standards Act, Age Discrimination Act, Equal Pay Act, Rehabilitation Act, National Labor Relations Act, and other significant articles of legislation, including all regulatory reporting required. Promotes and implements the administration of Human Resources policies, procedures, services and programs, including recruitment and selection and compliance with ADA and FMLA. Responsible for the supervision of the Human Resource’s Department staff, including supervision of employee information collection, analysis and reporting, and supervising the input of data to ensure its integrity and accuracy on HRIS. Provides salary and benefit analysis for preparation of annual budget. Perform other duties as assigned. |
Required Qualifications | Bachelor’s Degree in Human Resources or related field with a minimum of five years’ experience at the department/director level. |
Preferred Qualifications | Master’s degree in Human Resources, Public Administration, Business Administration or related field and/or SHRM or PHR Certification preferred. |
Physical Demands | PHYSICAL/MENTAL DEMANDS AND WORK ENVIRONMENT This position operates in a professional office environment. This role routinely uses standard office equipment. While performing the duties of this job, the employee is occasionally required to stand and/or sit for long periods of time. The employee must be able to receive, process, and provide visual and verbal information. The employee must be able to work effectively in stressful situations and have the ability to respond to concurrent, multiple, non-related issues. The employee must provide timely responses to externally/internally imposed conditions and deadlines. CUSTOMER SERVICE STATEMENT Consistently performs duties with concern, courtesy, and respect for all persons in a prompt and timely manner. Must work cooperatively with students, staff, and community members and be sensitive and respectful to issues of student and staff diversity. Consistently exhibits responsiveness to others in the organization at all levels and responds to requests for assistance from students, staff, and community members in a helpful and timely manner. |
