Salary will increase to $24.98 per hour after successfully completing six-month probationary period.
The Civil Service Commission of the City of Decatur will conduct an examination and establish an eligible register for the above classification. Persons passing all phases of the selection process will be placed on a Civil Service eligible register which will be used for a period of two years or until exhausted. Selection of candidates will be made according to the Civil Service laws for cities as modified by the City Code of the City of Decatur, Illinois.
NATURE OF WORK:
This is general maintenance work which involves the operation of all water system maintenance equipment and power tools. Work involves responsibility for performing general maintenance and repairs on the City's water distribution system. Duties include responsibility for the general cleaning, servicing and reporting of operating defects observed on assigned equipment.
SUPERVISION RECEIVED:
New work assignments are usually carried out under close supervision, while tasks of a repetitive nature are performed under general supervision and are reviewed through inspections while in progress and upon completion for adherence to instructions and maintenance standards.

EXAMPLES OF WORK (typical work examples, but not limited to the following):
May be required to perform any of the following tasks depending upon the assigned division or unit.
- Operates heavy equipment, dump trucks and other small equipment used in public works.
- Participates in the preventive and emergency maintenance work in the Water Services Division.
- Participates in the maintenance of water distribution systems, facilities or other properties; checking service leaks; installing and repairing water mains, fire hydrants, service taps and curb boxes; pressure testing and sterilization of water mains.
- Responds to water distribution system emergencies that occur after non-regular hours of duty.
- Locates and operates water service line valves and other water distribution system components.
- Locates and investigates water leaks in the water distribution system.
- Performs preventative maintenance of equipment; makes minor equipment repairs as delegated by supervisors.
- Instructs and directs helpers in performing general maintenance tasks involving equipment operators.
- Performs related work and other duties as assigned.

EDUCATION AND EXPERIENCE
Graduation from high school or equivalent; some experience in general laborer work; or any equivalent combination of training and experience.
NECESSARY SPECIAL QUALIFICATIONS
Must posses a valid driver’s license as issued by the State of Illinois. Candidates must possess, or obtain within their six-month probationary period, a valid CDL driver's license as issued by the State of Illinois. The City will enroll employees in this training and pay for it.
REQUIRED KNOWLEDGE, ABILITIES AND SKILLS- Knowledge of tools and materials used in general water system maintenance and construction activities.
- Knowledge of the operation and maintenance requirements of various types of public works maintenance equipment.
- Knowledge of the operating hazards involved and safety precautions necessary in water system maintenance work; knowledge of traffic laws and ordinances.
- A working knowledge of Illinois Environmental Protection Agency and Illinois Plumbing Code policies and regulations pertaining to water distribution systems.
- Ability to operate heavy maintenance equipment in an independent and safe manner, with minimum supervision.
- Ability to understand and follow oral and written instructions.
- Ability to communicate with the public in general and difficult work situations.
- Skill in the use and care of light and heavy maintenance equipment and maintenance power tools.
- Physical strength and agility sufficient to work outside for prolonged time periods under adverse weather conditions.
- Skill in accurately interpreting technical drawings and maps in paper and electronic formats.

EXAMINATION PROCESS
Applicants must successfully complete all portions of the selection process.The examination process will consist of the following:
- Written Examination All applicants must take the written examination and score at least 70.00%.
- Oral Interview All applicants passing the written test must pass an oral interview. The passing criteria for the oral interview is 70.00%.
- Veteran Points Applicants who pass the written test and oral interview may be eligible to receive 5.00 veteran preference points added to their final examination score.
- Seniority Points Applicable persons who receive a score of 70.00% or more will receive 0.50 seniority preference points for each full year of continuous service to a maximum of 10.0 points added to their final examination score.
- Physical Examination Applicants placed on the eligible register must pass a physical examination which includes a drug screen by a physician of the Commission's choice immediately prior to appointment.
PROBATIONARY PERIOD
Persons appointed to the position of Equipment Operator will serve a probationary period of six months. Persons must successfully complete a hands-on examination on the End Loader (if not already certified), Hydra-Hammer, and two additional pieces of equipment by the end of their probationary period. Each hands-on examination is graded on a pass/fail basis. Individuals must also attain their Commercial Driver's License (CDL) within the probationary period if they do not already have a CDL.
RESIDENCY
The Equipment Operator position is covered under the American Federation of State, County and Municipal Employees (AFSCME) collective bargaining agreement. AFSCME employees appointed in the classified services shall reside within the corporate limits of Macon County or within the corporate limits of any municipality extending into Macon County. Upon original appointment, an appointee may reside outside said limits but shall be required as a condition of continued employment to comply with said residency requirement no later than ninety (90) days after the completion of said appointee's probationary period.
