Job Summary



The Opportunity
The City of Decatur is seeking a forward-thinking Director of Information Technology to provide vision, leadership, and innovation in managing the City’s technology infrastructure and services. This role is responsible for setting the strategic direction of IT operations, ensuring that technology enhances efficiency, security, and service delivery across all departments.

The Director of Information Technology reports directly to the City Manager and is a key member of the City’s executive team. The Director will oversee enterprise systems, networks, telecommunications, and cybersecurity while driving the adoption of emerging technologies. The position also serves as the City’s Chief Security Officer and Fiber Optic Administrator, ensuring reliable, secure, and future-ready technology solutions.

Compensation
The City of Decatur is offering a competitive salary for this position, with a projected hiring range of $135,000-$155,000 depending on qualifications and experience. Candidates with exceptional qualifications and experience may be considered for placement at the top of the salary range.

Benefits
The City offers a robust benefits package; including health, dental, vision, and life insurance; generous vacation and sick leave; and 14.5 paid holidays, including two flex days. The City also provides access to a dedicated employee health center as well as relocation and tuition reimbursement.

In addition, the City offers a defined benefit pension plan through the Illinois Municipal Retirement Fund (IMRF), which includes an optional Voluntary Additional Contribution program. A deferred compensation plan is also available.

Key Responsibilities

Strategic Leadership

  • Provides vision and strategic direction for the City’s information technology systems, infrastructure, and services.
  • Develops and maintains a citywide IT master plan, including automation, application development, and technology integration strategies.
  • Identifies and evaluates emerging technologies to enhance City operations and service delivery.
  • Establishes citywide data, hardware, and software standards.
Operations & Systems Management
  • Oversees the analysis, design, implementation, and maintenance of information systems to ensure efficiency and effectiveness.
  • Directs the development, procurement, and integration of hardware and software solutions based on organizational needs.
  • Ensures proper documentation of applications and systems to support user training and system maintenance.
  • Administers enterprise-wide systems, including local and wide area networks, document management systems, telecommunications, and cellular contracts.
  • Serves as the City’s Fiber Optic Administrator, managing and maintaining the fiber optic network for optimal performance and reliability.
Cybersecurity & Data Governance
  • Serves as the City’s Chief Security Officer (CSO), developing and implementing information security policies, protocols, and procedures to protect sensitive data and systems.
  • Oversees disaster recovery and business continuity planning for IT systems.
  • Ensures compliance with applicable laws, regulations, and best practices for data security and information management.
Staff Leadership & Development
  • Supervises, directs, and evaluates assigned staff, fostering a culture of collaboration, innovation, and accountability.
  • Provides leadership, training, and professional development opportunities to IT staff.
Budget & Administrative Management
  • Prepares, administers, and monitors the department’s annual budget.
  • Oversees contracts, vendor relationships, and procurement of technology services and equipment.
External Relations
  • Serves as liaison with outside agencies, private sector partners, and other organizations regarding data sharing and information management.
  • Represents the City in regional technology initiatives and collaborative projects.

The Director of Information Technology should be a well-organized, solutions-driven leader with broad management experience in the public and/or private sector who thrives in dynamic environments. This role offers the opportunity to shape the City’s technology vision, drive innovation, and ensure reliable, secure, and efficient IT services that support City operations and the community.

The ideal candidate should have:

  • Bachelor of Science, Master’s preferred, in Information Technology, Computer Science, System Analysis, or related field.
  • Ten years of experience, five of which as a director or similar role.
  • The City will consider an equivalent combination of education, training, and experience that clearly demonstrates the ability to achieve the goals and responsibilities of the position.
  • Extensive knowledge of computer system operation including software, telecommunication, and hardware technology.
  • Ability to supervise and coordinate operations.
  • Knowledge of Geographical Information Systems (GIS), Fiber Optic technology, local area networks and wide area network system technology.
  • Knowledge of general systems, system development and system management.
  • Thorough knowledge of various computer system operations, hardware and software, and solid system-wide planning and problem solving.
  • Thorough knowledge of telecommunications in regard to connectivity, function and performance. Skill in installation, analysis and design of computer systems, and communication systems.
  • Skill in developing, organizing, planning and implementing training programs for computer users. Skill in communicating clearly and effectively, both orally, in writing and basic knowledge of analog communications.
  • Project and team management skills along with the ability to effectively manage deadlines and coordinate work across multiple projects and groups.
  • Skill in performing personnel functions such as supervising, coordinating, training, and reviewing work of employees.
  • Skill in developing program policies/procedures.
